Rules & Regulations

Regulations for Affiliated Breed Clubs

1. Introduction

The Kennel Club of Pakistan (KCP) recognizes the important role of affiliated breed clubs in promoting individual breeds and breed groups, encouraging responsible breeding, organizing breed activities, educating members and improving the overall standard of purebred dogs in Pakistan.

These regulations define the responsibilities and relationship between KCP and its affiliated breed clubs.

All affiliated breed clubs shall operate in accordance with the Constitution, Rules and Regulations of the Kennel Club of Pakistan.

2. Current Affiliated Breed Clubs

The following breed clubs are currently affiliated with KCP:

  • German Shepherd Dog Club of Pakistan (GSDCP)
  • Gundog Club of Pakistan (GDCP)
  • Pakistan Rottweiler Club (PRC)

3. Eligibility and Legal Status

Every affiliated breed club shall:

  • Be registered as a nonprofit organization under the applicable laws of Pakistan.
  • Maintain a valid legal status.
  • Submit a copy of its Constitution to KCP.
  • Maintain an updated membership register and submit it to KCP whenever required.

The Constitution of KCP shall provide the basic framework for affiliated breed clubs.

Breed clubs may formulate their own Constitutions according to their particular requirements provided that no provision conflicts with the Constitution or Rules and Regulations of KCP.

4. Elections and Governance

Affiliated breed clubs shall conduct their elections every three years in accordance with their respective Constitutions.

Where genuine circumstances prevent elections from being held within three years, they must be completed within a maximum period of four years.

The club shall inform the Secretary KCP of its election schedule in advance.

KCP shall have the right to nominate a designated representative to oversee the election process.

Where proxy voting is permitted, one member may exercise a maximum of one proxy vote in addition to his or her own vote.

Following elections, the club shall promptly notify KCP of its elected office bearers.

5. Judges

Affiliated breed clubs shall submit details of their approved and proposed judges to KCP so that their qualifications and experience may be assessed and recognized by KCP.

Judges officiating at KCP sanctioned events must be approved by KCP.

The German Shepherd Dog Club of Pakistan (GSDCP) is authorized to invite and appoint judges independently for its German Shepherd events. However, every such event must receive prior approval from KCP.

GSDCP shall submit complete official results following each approved show to KCP so that these results can be maintained as part of the national KCP records.

Other affiliated breed clubs shall invite judges through KCP or obtain KCP approval before confirming judging appointments.

6. Shows and Events

Affiliated breed clubs may organize activities appropriate to their respective breeds including:

  • Championship Shows
  • Breed Specialty Shows
  • Sieger Shows
  • Open Shows
  • Cup Matches
  • Breed Surveys
  • Working or Performance Events
  • Educational Seminars and Workshops

All official events must receive prior approval from KCP.

Only results from KCP approved events shall be recognized by KCP.

All affiliated breed clubs shall submit complete official show results to KCP in the prescribed format so that the results can be maintained as part of the national database and the permanent records of the participating dogs.

7. KCP as the Central Registry

The Kennel Club of Pakistan shall maintain the central national registry for purebred dogs registered under the KCP system.

The official KCP database shall maintain records including:

  • Dog Registrations
  • Pedigrees
  • Ownership
  • Transfers
  • Litters
  • Breeding Records
  • Kennel Names
  • Show Results
  • Awards
  • Titles
  • Other official registry information

Affiliated breed clubs shall provide KCP with the information required to keep the national registry complete and accurate.

8. Kennel Name / Prefix Registration

All Kennel Name, Kennel Prefix and Affix registrations shall be processed through the Kennel Club of Pakistan only.

Affiliated breed clubs shall not independently issue or register kennel prefixes or affixes.

Where applicable, KCP shall process international kennel name registration with the Fédération Cynologique Internationale (FCI) in accordance with the applicable regulations.

9. Delegated Registration Authority – GSDCP

The German Shepherd Dog Club of Pakistan has been granted limited delegated authority by KCP to process certain German Shepherd Dog registrations.

This includes:

  • Litter Registration
  • Imported German Shepherd Dog Registration
  • Single Generation German Shepherd Dog Registration

KCP shall issue batches of official KP registration numbers to GSDCP in advance.

GSDCP shall maintain complete accountability for every KP number issued and shall submit registration data and supporting documents to KCP in the format and frequency prescribed by KCP.

The permanent national record of these registrations shall be maintained by KCP.

10. GSDCP Registration Reporting

For litter registrations, GSDCP shall provide KCP with complete litter information including the KP registration numbers allocated to the puppies.

For imported dogs, GSDCP shall provide all documents required under KCP registration rules including the export pedigree and other relevant registration and import documentation.

For Single Generation registrations, GSDCP shall provide the required dog details, evaluation information and supporting records.

KCP reserves the right to inspect, verify or audit any registration processed under this delegated authority.

11. KP Number Accountability

GSDCP shall maintain complete records of:

  • KP Numbers Issued
  • KP Numbers Used
  • KP Numbers Remaining
  • Dog Registered Against Each Number
  • Type of Registration
  • Date of Registration

Unused or cancelled KP numbers must also remain accounted for.

12. Financial Accountability

Every affiliated breed club shall maintain its own official bank account.

All official financial transactions of the club should be conducted through that account.

Affiliated breed clubs shall submit their approved fee structures to KCP.

Where registration services are performed under delegated authority, all fees payable to KCP shall be properly reconciled and paid.

In the case of GSDCP registrations, KCP shall charge the prescribed fee for each KP registration number used.

KCP may request financial or registration reconciliation records where required to ensure transparency and accountability.

13. Records and Reporting

Affiliated breed clubs shall maintain accurate records relating to their activities including:

  • Membership
  • Elections
  • Office Bearers
  • Judges
  • Shows and Events
  • Show Results
  • Breed Surveys
  • Registrations where specifically authorized
  • Financial Records

These records shall be provided to KCP whenever required.

14. Compliance

All affiliated breed clubs shall comply with:

  • Constitution of the Kennel Club of Pakistan
  • KCP Rules and Regulations
  • KCP Breeding Rules
  • KCP Show Regulations
  • KCP Registration Regulations
  • FCI Regulations where applicable
  • Decisions and directives of the KCP Managing Committee

15. Disciplinary Action

Failure to comply with KCP regulations may result in appropriate action by the KCP Managing Committee.

Depending upon the nature and seriousness of the violation this may include:

  • Written Warning
  • Suspension of Event Approval
  • Suspension or Withdrawal of Delegated Registration Authority
  • Suspension of Affiliation
  • Withdrawal of Affiliation

The concerned affiliated club shall be given an opportunity to present its position before final disciplinary action is taken.

16. Amendments

These regulations may be amended from time to time by the Managing Committee of the Kennel Club of Pakistan.

All affiliated breed clubs shall comply with amendments and policies approved by KCP and communicated to them.

Purpose of Affiliation

Affiliation with the Kennel Club of Pakistan is intended to strengthen individual breeds and breed groups while maintaining uniform national standards.

KCP encourages its affiliated breed clubs to develop their respective breeds through responsible breeding, education, transparent administration, properly regulated events and good sportsmanship while maintaining accurate national records under the Kennel Club of Pakistan.
